US-Philippines Nuclear Cooperation: A Step Towards Energy Independence and Decarbonization

The United States and the Philippines have taken a significant step towards strengthening their bilateral relations with the signing of a landmark nuclear cooperation agreement. This historic deal, witnessed by Philippines President Ferdinand R. Marcos, Jr., was formalized between US Secretary of State Antony Blinken and Philippines’ Energy Secretary Raphael P.M. Lotilla. The agreement, known as the 123 Agreement, commenced negotiations in November 2022 and marks a pivotal moment in the Philippines’ journey towards adopting nuclear energy.

Under this agreement, the United States will export nuclear technology and materials to the Philippines. This move is part of Manila’s strategy to diversify its energy sources, aiming to incorporate nuclear power into its energy mix by 2032. The partnership is seen as a crucial element in the Philippines’ efforts to decarbonize its energy sector and enhance energy independence. This strategic shift is particularly significant as the Philippines grapples with challenges such as volatile global oil prices, seasonal power outages, and high electricity rates.

The agreement allows for the peaceful transfer of nuclear material, equipment, and information, strictly adhering to non-proliferation requirements. The transfer is contingent upon the approval of the US Congress. As of the end of 2022, the United States had similar agreements with 47 countries, the International Atomic Energy Agency, and Taiwan.

This move also signals a potential revival of the Philippines’ nuclear energy ambitions, which had previously been stalled due to safety concerns. President Marcos has shown interest in possibly reviving the Bataan Nuclear Power Plant, a project initiated during his father’s rule but later mothballed due to the Chernobyl disaster and corruption allegations.
