PCCI Supports Government Probe Into Cement Dumping to Protect Local Industry

The Philippine Chamber of Commerce and Industry (PCCI), the nation’s largest business organization, has expressed support for the Department of Trade and Industry’s (DTI) investigation into the alleged dumping of cement imports, emphasizing the need to safeguard the local cement industry from unfair competition.

Rising Concerns Over Cement Imports

PCCI President Enunina Mangio highlighted the challenges facing local cement producers, citing an oversupply of locally produced cement that meets market demand but is undercut by increasing imports from other countries.

“Despite having a surplus in local production, more than enough to meet market demand, imports continue to flood the market, threatening the viability of the local industry,” Mangio said.

Cement dumping involves foreign exporters selling products in the Philippines at below-market or production costs, potentially destabilizing local businesses.

Economic Significance of Cement Industry

The PCCI stressed the local cement industry’s contribution to the economy, accounting for at least 1% of the gross domestic product (GDP) and directly and indirectly employing approximately 13,000 individuals.

Ongoing Antidumping Measures

The Tariff Commission, an independent body that handles trade remedy cases, has launched a review of the antidumping duty on cement imports from Vietnam. Vietnam currently accounts for 93% of the Philippines’ imported cement.

The DTI’s review follows recommendations from the agency’s secretary and requests from local cement producers. The Cement Manufacturers Association of the Philippines and the Federation of Philippine Industries have also voiced their support for the investigation.

Call for Support of Local Products

“We support DTI’s move to safeguard local manufacturers against unfair competition from imported cement. Moreover, we champion the prioritization of local products that meet global quality standards,” PCCI added.

The probe aims to ensure a level playing field for local producers while upholding trade rules, as the government seeks to balance industry protection and economic growth.
