LTFRB Chief Urges Passage of Motorcycle Taxi Law to Address Transport Gaps

Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Teofilo Guadiz III has called for the swift passage of a law to regulate the motorcycle ride-hailing industry, emphasizing its importance in filling gaps in the Philippines’ transportation system.

Law to Secure Industry and Livelihood

Guadiz highlighted that motorcycles-for-hire are currently operating under a pilot study authorized by the 19th Congress. Without legislation, these services, along with the livelihoods of an estimated 60,000 riders, could end when the current Congress adjourns.

“Motorcycles are technically illegal as a mode of transport, but they were allowed because of the pilot study. If the 19th Congress concludes without passing the law, motorcycle taxis will no longer operate, and riders will lose their jobs,” Guadiz said.

Filling Transport Gaps

Motorcycle taxis play a crucial role in addressing the shortcomings of the public transportation system. “Jeepneys and buses are sometimes insufficient. Motorcycle taxis step in to fill these gaps, offering flexibility to commuters,” Guadiz explained.

Curbing Habal-Habal Issues

Guadiz warned that failure to enact the law would worsen the problem of “habal-habal” or illegal motorcycle rides. “Without a proper law, all motorcycle taxis will effectively become habal-habal, leaving passengers unprotected and increasing transport risks,” he said.

Senate Support

Senator Grace Poe, during a Senate public services committee hearing, emphasized the necessity of legalizing motorcycle taxis, citing overwhelming data and consumer demand. “This sector’s rapid growth makes it imperative to establish a regulatory framework that meets the needs of commuters and stakeholders,” Poe stated.

The Senate is expected to deliberate on the bill soon, aiming to finalize its passage before the 19th Congress adjourns.

Economic Impact

Motorcycle taxi riders currently earn an average of P1,000 to P2,000 daily. Without regulation, this income source could disappear, exacerbating economic challenges for many families.
