House Passes Bill Providing SSS Subsidies, Other Benefits for Tricycle Drivers

The House of Representatives on Wednesday unanimously approved House Bill 11227, also known as the Magna Carta for Tricycle Drivers and Operators, which mandates government subsidies for tricycle drivers’ Social Security System (SSS) and Philippine Health Insurance Corporation (PhilHealth) premiums.

The bill, which garnered 188 yes votes on its third and final reading, seeks to promote the welfare of tricycle drivers and operators by offering timely social, economic, and legal services.

Key Provisions of the Magna Carta

The bill ensures the following benefits and protections for the tricycle sector:

  • Subsidized SSS and PhilHealth Premiums: The state-run SSS and PhilHealth are required to draft membership guidelines within 90 days, alongside implementing rules for allocating funds to subsidize these premiums.
  • One-Stop Shop: A streamlined process for the registration and permitting of tricycles through a centralized system to make documentary requirements more convenient.
  • Uniform Impounding Policy: Standardized rules on impounding tricycles to address inconsistencies across jurisdictions.
  • Protection of Rights: Includes the right to self-organization, decent work conditions, social protection, and participation in consultations for sector-wide reforms.

Local Government Regulation

The bill grants local government units (LGUs) the authority to regulate tricycle operations and issue permits in alignment with their Local Public Transport Route Plans. This process will follow guidelines from the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB).

“This measure will ensure compliance with laws and regulations while protecting the people’s right to a safe and healthy environment,” the committee report noted.

Aimed at Improving Sector Welfare

The bill emphasizes providing a comprehensive package of reforms and services for tricycle drivers and operators, including access to adequate social protections, legal support, and economic assistance.

“This bill is for the promotion of the total well-being of the tricycle sector,” the committee report added.

If signed into law, the Magna Carta could transform the working conditions of tricycle drivers and operators, ensuring they are better supported and protected.
