ADB Approves $500-M Loan to Strengthen PH Disaster Resilience

The Asian Development Bank (ADB) has approved a $500-million loan to help the Philippines enhance its disaster preparedness and response capabilities.

The funding, part of the Second Disaster Resilience Improvement Program, aims to:

Strengthen disaster risk reduction and management (DRRM) at national and local levels
Improve financial planning for disaster response
Enhance gender equality, disability, and social inclusion in disaster policies
Provide faster risk financing payouts for disaster-related damages

“The Philippines is one of the fastest-growing economies in Southeast Asia but remains highly vulnerable to natural hazards,” said ADB Country Director Pavit Ramachandran. He emphasized that the program will help lessen the impact of disasters, particularly on vulnerable sectors.

The loan facility allows for two replenishments over five years, ensuring sustained disaster resilience funding.

This follows ADB’s $500-million loan in November 2024 under the Climate Change Action Program, supporting the Philippines’ climate commitments under the Paris Agreement.
