Arizona’s Crypto Reserve Bill Nears Final Vote, Eyes Integration of Seized Digital Assets

PHOENIX, ARIZONA – Arizona is edging closer to a major leap in digital asset integration as its Strategic Digital Assets Reserve Bill (SB 1373) moves toward final legislative approval. The bill, which would establish a Digital Assets Strategic Reserve Fund, passed the House Committee of the Whole on April 17 and awaits one last vote before potentially heading to Governor Katie Hobbs’ desk.

The proposed fund would consist of cryptocurrencies seized in criminal investigations and be managed by the state treasurer. The treasurer would have authority to:

• Invest up to 10% of the fund annually in digital assets,

• Lend assets for returns, provided it doesn’t increase financial risk.

Despite progress, the bill faces political hurdles. Governor Hobbs has pledged to veto all bills until lawmakers resolve funding for disability services—a stance that’s already led to 15 vetoes this week.

Bitcoin-Specific Bill Also in Play

Running parallel to SB 1373 is SB 1025, the Arizona Strategic Bitcoin Reserve Act, which would authorize investment of up to 10% of treasury and retirement fund assets in Bitcoin. It cleared committee on April 1 and awaits a final vote.

Arizona Joins Growing State-Level Crypto Momentum

Arizona is part of a broader wave of state-level crypto initiatives:

• Kentucky recently passed the “Bitcoin Rights” bill.

• Texas and New Hampshire have moved similar proposals forward.

• Missouri and Utah are also exploring crypto reserve frameworks, with Utah stripping the reserve provision during final approval.

Corporate Bitcoin Holdings on the Rise

In a related trend, public companies added over 95,000 BTC in Q1 2025—pushing total institutional holdings to 688,000 BTC, valued at $56.7 billion, according to Bitwise. The number of companies holding Bitcoin rose from 67 to 79 during the same period.
