Xi Jinping Ends Southeast Asia Tour in Cambodia, Positions China as Reliable Partner Amid US Tariff Threats


Chinese President Xi Jinping concluded his three-nation Southeast Asia tour in Cambodia on Friday, positioning Beijing as a stable and dependable economic partner at a time when the region faces growing concerns over US tariff threats under President Donald Trump.

Xi’s visit came as Washington proposes steep tariffs on exports from Southeast Asian countries—49% for Cambodia, 46% for Vietnam, and 24% for Malaysia—on top of a universal 10% tariff. The potential economic fallout has made China’s message of consistency and cooperation resonate strongly.

“The timing of Xi’s visit is extremely strategic,” said Astrid Norén-Nilsson, a Southeast Asia expert at Sweden’s Lund University. “China is presenting itself as a steady friend and reliable trading partner.”

In Vietnam and Malaysia, Xi focused on deepening trade ties and opposing protectionism. While Cambodia’s official summary emphasized bilateral relations, China’s state media confirmed that trade tensions were also discussed there.

During his Cambodia stop, Xi met with King Norodom Sihamoni, Prime Minister Hun Manet, and Senate President Hun Sen. The two countries signed 37 agreements covering infrastructure, trade, education, and more—including a key $1.156 billion public-private deal for the Funan Techo Canal project.

China remains Cambodia’s top trading partner, investor, and creditor. In 2024, bilateral trade hit $17.83 billion, heavily favoring China.

The tour also highlighted cooperation in environmental protection, landmine clearance, and defense. Although concerns linger about China’s role in expanding Cambodia’s Ream Naval Base, Cambodian officials reiterated that no exclusive foreign military base exists.

Xi’s visit marks his first to Cambodia since 2016 and further solidifies China’s influence in Southeast Asia amid shifting global trade dynamics.
