LTFRB Issues Show Cause Orders to Pangasinan Solid North Transit Over PWD Mockery, Animal Cruelty Claims


The Land Transportation Franchising and Regulatory Board (LTFRB) is taking action against Pangasinan Solid North Transit Inc. following two alarming complaints—one involving alleged mockery of a person with a disability (PWD) and another concerning animal cruelty.

According to posts circulating on Facebook, one passenger reported that a bus conductor mocked her child, who is non-verbal, by laughing and calling the child “pipi” (mute). Another complaint described how a conductor threw a passenger’s pet cat, inside its carrier, into the baggage compartment while making disturbing remarks about the animal’s well-being in the heat.

The affected pet owner decided to disembark early with her cat due to concerns for its safety.

LTFRB spokesperson Ariel Inton confirmed that the agency will issue two show cause orders to the bus operator. If the board finds the complaints valid, the company may face penalties, franchise suspension, or even revocation. Inton noted that criminal charges could also be filed depending on the outcome.

Anna Cabrera from the Philippine Animal Welfare Society (PAWS) expressed support for the pet owner and said PAWS is ready to assist in filing a formal complaint if the individual chooses to pursue it.

In response, Pangasinan Solid North Transit Inc. told GMA Integrated News that it is investigating both incidents.
