PCCI Pushes Key Economic Reforms for 20th Congress to Boost Business Competitiveness

As the 2025 election results continue to roll in, the Philippine Chamber of Commerce and Industry (PCCI) has laid out its legislative priorities for the incoming 20th Congress, focusing on economic reforms to drive business growth and competitiveness.

PCCI President Enunina Mangio emphasized the importance of passing reform bills that support small businesses, streamline regulatory frameworks, and align the Philippines with global trade standards. Among the key legislative proposals are:

• Magna Carta for MSMEs – Aims to enhance loan access for micro, small, and medium enterprises and remove BSP’s restrictions on the Small Business Corporation’s lending capabilities.

• International Maritime Trade Competitiveness Bill – Seeks to regulate international shipping charges based on global best practices and ensure local taxation.

• PPA and CAAP Charter Amendments – Proposes separating regulatory and developmental roles within the Philippine Ports Authority and Civil Aviation Authority, with private entities handling development and commercialization.

• National Quality Infrastructure Act – Ensures local products meet global standards, enhancing export competitiveness.

• Rationalization of the Mining Fiscal Regime – Aims to create clearer, more stable tax policies to support long-term mining investments.

“These reforms are crucial for building a better, progressive economy,” Mangio said, adding that the country needs leaders with integrity, pro-business policies, and strong economic and financial literacy.

She also acknowledged the accomplishments of the previous Congress, including the Ease of Doing Business Act, and amendments to the Public Service Act, as well as the passage of TRAIN, CREATE, and CREATE MORE laws.
