Water Bills to Change Starting July 1: Slight Hike for Maynilad, Rollback for Manila Water Customers


Water rates in Metro Manila and nearby provinces will be adjusted starting July 1, 2025, as the Metropolitan Waterworks and Sewerage System – Regulatory Office (MWSS RO) implements its third-quarter Foreign Currency Differential Adjustment (FCDA).

The FCDA will result in a minor increase in rates for Maynilad customers, while Manila Water users will see a slight reduction in their monthly bills. The changes reflect the impact of currency fluctuations—specifically the US dollar, Japanese yen, and euro—on foreign-denominated loans used to fund water and wastewater infrastructure.

MWSS Chief Regulator Atty. Patrick Ty explained that the adjustments are necessary due to the peso’s performance against these foreign currencies.

For Maynilad (West Zone):

  • New FCDA rate: -0.64% of ₱51.40/cu.m average basic charge

  • Slight increase of ₱0.005/cu.m

Estimated impact on bills:

  • 10 cu.m. consumption: ₱0.01 increase

  • 20 cu.m.: ₱0.05 increase

  • 30 cu.m.: ₱0.11 increase

For Manila Water (East Zone):

  • New FCDA rate: 1.12% of ₱47.10/cu.m basic charge

  • Rollback of ₱0.12/cu.m

Estimated impact on bills:

  • 10 cu.m.: ₱0.55 decrease

  • 20 cu.m.: ₱1.20 decrease

  • 30 cu.m.: ₱2.45 decrease

No rate change applies to enhanced lifeline customers consuming 10 cu.m. or less monthly under both providers.

The MWSS encourages eligible low-income families, especially 4Ps beneficiaries, to enroll in the Enhanced Lifeline Rate for additional discounts.

Consumers are also reminded to monitor water use and check for household leaks to manage water expenses efficiently.
