The Department of Transportation (DOTr) is on a mission to expedite the Metro Manila Subway project, focusing on securing the right-of-way (ROW) for the crucial remaining segments. Transportation Secretary Jaime Bautista emphasized the department’s goal to finalize the awarding of the remaining three contract packages (CPs) by the third quarter, in a move to circumvent additional costs associated with construction delays.
Final Stages of Pre-Construction Phase
The project, stretching over 33 kilometers, is in the final stages of the pre-construction phase for CPs 105, 108, and 109. These packages include pivotal stations like Kalayaan Avenue, Bonifacio Global City, Lawton, Senate-DepEd, and Terminal 3, essential for the subway’s comprehensive coverage across Metro Manila. Initially slated for awarding in the first quarter, the process faced setbacks due to ROW issues. However, concerted efforts in parcellary surveys and property appraisals have laid the groundwork for ongoing negotiations with property owners, signaling a move towards resolution.
Progress and Prospects
To date, the DOTr has successfully acquired 55 percent of the ROW requirements, with construction progress reported at 11 percent. Undersecretary for Railways Jeremy Regino shared an optimistic outlook, indicating that resolving ROW concerns swiftly could set the subway on track for operation by 2029. This development is part of a broader collaboration with the Japan International Cooperation Agency (JICA), which involves a P55.7-billion loan to fund the project, marking the third tranche of financing between the two parties.
Tunnel Boring and Construction Milestones
The recent launch of a tunnel boring machine for the segment between Tandang Sora and North Avenue stations under CP 101 marks a significant advancement in the project. With tunnel works anticipated to commence in three months and a targeted completion period of 12 months, this phase is crucial for the subway’s infrastructure. CP 101’s completion will see the construction of a depot in Valenzuela City and several key stations, contributing to the project’s momentum.
A Vision for the Future
Envisioned to feature 17 stations, the Metro Manila Subway project promises to revolutionize urban mobility by connecting Valenzuela City to Pasay City. Catering to over 519,000 passengers daily, it aims to drastically reduce travel time between Quezon City and Ninoy Aquino International Airport to just 35 minutes. This ambitious project, first proposed in 1973, stands as a testament to the Philippines’ commitment to enhancing its urban transportation landscape, promising a future of efficient and reliable public transit for Metro Manila’s residents and visitors.
