ADB Approves Final $1.45B Tranche for Malolos-Clark Railway Project


The Asian Development Bank (ADB) has greenlit the release of a $1.45-billion second and final tranche for the Malolos-Clark Railway Project (MCRP), marking one of its largest project investments in the Asia-Pacific region.

The project, a key component of the larger 163-kilometer North-South Commuter Railway (NSCR), aims to link Metro Manila, Clark, and Calamba through a modern rail system. This latest funding follows the full utilization of the initial $1.3-billion tranche approved in 2019.

ADB Philippines Country Director Pavit Ramachandran emphasized the project’s transformative impact. “This project will attract more investments, generate employment, and help sustain the country’s economic momentum,” he said.

Stretching 53.1 kilometers, the MCRP segment will feature three types of train services: regular commuter trains, express trains serving high-traffic stations, and airport express services directly connecting to Clark International Airport.

Beyond construction, ADB will also continue providing technical assistance and support for vulnerable communities affected by the project.

The southern section of the NSCR, the South Commuter Railway Project, is also being funded by ADB, with co-financing from the Japan International Cooperation Agency (JICA) for the MCRP.
