Agriculture Secretary Francisco Tiu Laurel Jr. is championing the extension of the Rice Competitiveness Enhancement Fund (RCEF), urging lawmakers to support the continuation of this vital program under the Rice Tariffication Law (RTL). The RCEF, set to expire next year, has been instrumental in enhancing the productivity and incomes of Filipino rice farmers through targeted government initiatives.
Since its implementation in 2019, the RCEF has effectively utilized significant tariffs from imported rice to finance development projects aimed at bolstering the competitiveness of the Philippines’ rice sector. According to Secretary Tiu Laurel, the fund has been a “dynamic economic strategy,” providing substantial revenue to improve the livelihoods of over a million Filipino rice farmers.
The RCEF allocates P10 billion annually across various segments, including the distribution of farm machinery and seeds, credit assistance, and extension services. These initiatives have led to notable increases in rice yields and reductions in production costs. Data from the Department of Agriculture shows a 7% increase in palay production across 57 RCEF provinces from 2019 to 2023, highlighting the program’s effectiveness.
With the RCEF’s impending expiration, Secretary Tiu Laurel advocates extending the program until 2030. He proposes strategic amendments to optimize the fund’s allocation and enhance its impact on the agricultural sector. These changes aim to improve efficiency and ensure that the benefits of the fund reach more farmers, thus enhancing their productivity and economic well-being.
In addition to extending the RCEF, the Department of Agriculture (DA) seeks to amend the RTL to grant temporary powers to the National Food Authority. This adjustment would enable interventions in the rice market to address price disparities and stabilize prices during food security emergencies or periods of significant price volatility. Furthermore, the proposed changes include the creation of an office to coordinate various rice programs and strengthen regulatory functions to combat anti-competitive practices like rice hoarding and price manipulation.
The proposed strategic enhancements to the RTL and the extension of the RCEF are designed to bolster the resilience and sustainability of the Philippine rice industry. By securing long-term food security and economic stability, these measures aim to protect consumers and ensure market fairness, thereby supporting the broader goals of national development and prosperity.
As the debate over the future of the RCEF and RTL continues, Secretary Tiu Laurel’s call to lawmakers is clear: extend and enhance these programs to sustain and further the growth of the Philippine agricultural sector. The continuation of the RCEF not only promises to elevate the standard of living for Filipino farmers but also secures a more stable and competitive agricultural future for the country.
