Agriculture Stakeholders Advocate for Periodic Review of Rice Tariffs Until 2028

Agriculture stakeholders are proposing periodic reviews of rice tariffs instead of immediate reductions until 2028, according to Agriculture Secretary Francisco Tiu Laurel Jr.

“In discussions with industry representatives, suggestions ranged from reviewing the tariff every six months to one year, or even every four months,” Tiu Laurel stated on Wednesday.

Tiu Laurel plans to present these suggestions at the Cabinet level before implementing an executive order to reduce rice import tariffs from 35% to 15%, as approved by the National Economic and Development Authority (NEDA) Board. This reduction aims to lower rice prices for poor and vulnerable sectors.

Industry and Farmer Concerns

Farmer groups have opposed the tariff cut, calling for NEDA Secretary Arsenio Balisacan’s resignation, arguing that the reduction will not significantly lower rice prices. Despite this, Balisacan defended the decision, emphasizing that it was made thoughtfully and with continued support for farmers.

President Ferdinand Marcos Jr. has yet to issue the executive order for the tariff reduction, allowing stakeholders to voice their concerns. Industry players worry that the tariff cut may not substantially lower rice prices and could negatively impact local farmers by reducing palay buying prices.

Tiu Laurel emphasized the need for a balanced approach that considers both consumer welfare and the sustainability of local agriculture, urging the Cabinet to consider this balance when discussing the tariff reduction.
