The Bases Conversion and Development Authority (BCDA) has officially assumed control of Camp John Hay in Baguio City following a Supreme Court decision mandating the Camp John Hay Development Corporation (CJH DevCo) to vacate portions of the special economic zone.

The decision follows the Baguio Regional Trial Court’s January 3, 2025 ruling, which upheld the Supreme Court’s verdict, rejecting CJH DevCo’s appeal to retain the property. The order specifies that all land and improvements held by CJH DevCo or its affiliates must be returned to the BCDA.
BCDA president and CEO Joshua Bingcang celebrated the ruling, describing it as a victory for Filipinos.
“This victory is a win for the Filipino people as it paves the path for exciting investments and projects that will drive socioeconomic opportunities while protecting the interests of all,” Bingcang said.
He added that the BCDA will prioritize preserving the environmental and cultural integrity of Camp John Hay while fostering business reinvestment and workforce development.
The BCDA reassured the public that businesses in Camp John Hay will remain operational during the transition.
“BCDA assures the public that businesses will continue to operate and thrive in Camp John Hay. It is calling on all stakeholders to step forward, reach out, and work together to facilitate a seamless transition toward a better Camp John Hay,” the agency stated.
Camp John Hay hosts several ventures, including the Baguio-Ayala Land Technohub, a 12-hectare integrated community with over 11,422 square meters of gross leasable area for IT and business process outsourcing companies.
The BCDA recently engaged with business magnate Manuel Pangilinan to explore potential investments in the area.
“Camp John Hay embodies the unique charm and character of Baguio. In helping BCDA, we commit to the preservation and enhancement of Camp John Hay’s legacy properties and the care of their dedicated workforce,” Pangilinan said.
The BCDA ended 2024 with ₱11.3 billion in revenues, marking a 3% increase from the previous year, largely due to a joint venture for a 6.1-hectare mixed-use development in Taguig City.
