BOC, SBMA Ink 25-Year Agreement to Boost Subic Freeport Trade and Customs Efficiency


The Bureau of Customs (BOC) and the Subic Bay Metropolitan Authority (SBMA) have formalized a strategic partnership by signing a Memorandum of Agreement (MOA) aimed at enhancing trade operations and customs procedures within the Subic Bay Freeport Zone.

Under the agreement, the BOC is granted a 25-year rent-free lease within the Freeport, reinforcing the long-standing collaboration between the two agencies.

“This MOA is more than just a lease agreement—it represents a deep, lasting partnership between SBMA and BOC,” said BOC Commissioner Bienvenido Y. Rubio. “We believe this collaboration will drive increased trade volumes, attract new investments, and significantly boost revenue collection to support government initiatives.”

SBMA is also eyeing the development of a modern Port of Subic facility as part of its broader infrastructure vision. The BOC noted that the MOA provides a stable and forward-thinking framework that supports long-term improvements and planning within the Freeport.
