Budget Cuts, Right-of-Way Issues Delay Major PH Transport Projects – DOTr

Several key mass transport projects in the Philippines are facing delays due to budget reductions and right-of-way challenges, according to newly appointed Department of Transportation (DOTr) Secretary Vince Dizon.

Among the affected projects are:

  • North-South Commuter Railway (NSCR) – connecting Laguna to Pampanga (27.29% complete)
  • Metro Manila Subway Project (MMSP) – running from Valenzuela to Bicutan (18.89% complete)

The government initially aimed for partial operability by 2028, but a massive 80% budget cut for foreign-assisted projects in 2025 has slowed progress. DOTr is working with the Department of Finance and the Department of Budget to secure alternative funding.

Additional Challenges & Other DOTr Plans

  • Right-of-way disputes: Legal conflicts over compensation for informal settlers along the railway route.
  • Privatization of MRT-3 and EDSA Busway by 2025.
  • Public Utility Vehicle (PUV) Modernization: Addressing concerns of traditional jeepney drivers yet to comply.
  • Cashless toll collection review: Ensuring smoother RFID integration.

Dizon assured the public that the DOTr is working to accelerate progress as directed by President Marcos.
