MANILA — Dennis Anthony Uy, CEO of Converge ICT Solutions Inc., has submitted a proposal through ComClark Network and Technology Corp. to take over the country’s air traffic management system. Uy’s unsolicited proposal is currently under review by the Civil Aviation Authority of the Philippines (CAAP) and the Department of Transportation (DOTr).
The proposal, which seeks a public-private partnership, aims to privatize the management of the country’s Communications, Navigation, and Surveillance/Air Traffic Management (CNS/ATM) system, which covers about 70% of Philippine airspace through a network of 13 radars. The CNS/ATM system, operational since 2019, recently underwent a system upgrade following a major outage in early 2023.
CAAP Director General Manuel Antonio Tamayo noted that privatizing air traffic management could allow CAAP to focus solely on regulatory duties. Uy expressed confidence in ComClark’s ability, with support from international partners, to enhance the safety and efficiency of the country’s air traffic infrastructure.
