DOE Hails Ratification of PhilATOM Bill as Milestone Toward Nuclear Energy Future


TAGUIG CITY – The Department of Energy (DOE) has lauded the ratification of the Philippine National Nuclear Energy Safety Act, which establishes the Philippine Atomic Energy Regulatory Authority (PhilATOM). This move sets the stage for the country’s gradual entry into nuclear power development.

DOE Undersecretary Sharon Garin, who also leads the Nuclear Energy Program-Inter-Agency Committee (NEP-IAC), described the bill’s passage as a historic milestone after two decades of planning and advocacy. She emphasized that PhilATOM will serve as an independent body to regulate all aspects of nuclear energy infrastructure—from site selection to plant operations—ensuring safety, security, and compliance with international standards.

While PhilATOM creates the legal and institutional foundation for nuclear power, Garin clarified that the bill’s ratification does not mean immediate construction of a nuclear facility. The Philippines must first meet stringent requirements set by the International Atomic Energy Agency (IAEA), including addressing 19 key infrastructure issues.

Under the Philippine Energy Plan, the country targets commissioning its first nuclear power plant by 2032. PhilATOM will also act as the designated authority for nuclear emergencies and coordinate with international partners.

The Senate approved the bill on third reading on June 9, following House approval in 2023. Once signed into law, it will serve as the cornerstone for peaceful, secure, and transparent nuclear energy development.
