The Department of Energy (DOE) is creating an energy management team (EMT) that will develop an energy management system (EnMS) for its ongoing efforts to boost the implementation of energy efficiency and conservation measures in the country.
Energy Secretary Raphael Lotilla issued a department order institutionalizing the EMT to develop the EnMS to enable an organization that will adopt a systematic approach to sustained energy performance improvements such as energy efficiency, energy use, and consumption.
The EMT will be headed by a director from the DOE’s energy utilization management bureau. The chairperson will plan and direct the energy management activities and implement the EnMS.
The EMT will consist of an energy manager to handle division administrative services and representatives from concerned bureaus and offices to ensure effective planning, implementation, and maintenance of the EnMS.
The DOE will adopt the International Organization for Standardization (ISO) 50001, an international framework for the structured practice of managing energy for effective energy use, to implement EnMS.
Additionally, the DOE is the lead implementing agency of RA 11285 or the Energy Efficiency and Conservation Act that will be responsible for planning, development, implementation, and monitoring of energy management policies and other energy efficiency and conservation plans and programs.
“Therefore, for the effective implementation of the law, and for the DOE to continually improve its energy performance through the development of an energy management system, the following duties, responsibilities, and designation are hereby adopted and promulgated,” the department order said.
