DOTr on the Lookout for Bidders Under the First Phase of the Metro Manila Subway Project

Bidders are now being sought by the Department of Transportation (DOTr) for four Quezon City stations under the first phase of the Metro Manila Subway Project.

On July 8, the department started issuing bid documents for contract package (CP) 102 covering underground stations and tunnels along Quezon Avenue and East Avenue. CP 103 is another package that’s also being offered, which encompasses Anonas and Katipunan underground stations and tunnels.

Designing, supplying, installing, constructing, testing, commissioning, and training for the underground tunnels and stations are all included in both of the contracts.

The procedures of the Japan International Cooperation Agency will be followed for conducting international competitive bidding.

There will be a pre-bid conference to be held on August 8 for both contract packages. Each package’s bid documents cost ₱50,000.

Bidders should submit their proposals on or before 10 am on October 8, along with a security of JP¥600 million for CP 102 and JP¥800 million for CP 103. This is primarily because bids will be opened on October 8 at 10 am in the presence of bidders’ representatives.

The first tranche of the ₱355.6-billion loan for the Metro Manila Subway Project was first signed in March 2018 between the Philippines and Japan. In February 2019, the government had already broken ground on the first three stations after securing a ₱51-billion deal with the Shimizu joint venture.

Full operations of the 17-station subway are expected to be within 2025. However, the government is considering launching partial operations with the first three stations by 2022.
