The Philippine Department of Trade and Industry (DTI) has announced plans to significantly increase its testing capabilities for vape products. With a proposed budget of P170 million, the initiative aims to either enhance existing facilities or establish new ones dedicated to the scrutiny of vapes sold in the country.
Amanda Nograles, the Trade Assistant Secretary, shared insights into the current state of vape product testing. The Bureau of Philippine Standards (BPS), associated with the DTI, possesses a laboratory in Cavite capable of evaluating vape devices and batteries. However, for consumables, the DTI relies on results from externally accredited laboratories due to a lack of specialized equipment.
In a move to enforce stricter regulations, Nograles highlighted that by June, the Philippine market will no longer welcome uncertified vape or heated tobacco products. This initiative is set to intensify by January 2025, when products lacking proper registration or certification will face confiscation, aiming to phase out uncertified items gradually.
The enactment of Republic Act No. 11900, known as the Vape Act, in July 2022, and the subsequent release of its implementing rules in December, marked a significant regulatory step. This law mandates the DTI to oversee device certification, while the regulation of consumables is a collaborative effort with the Food and Drug Administration.
The DTI is also contemplating a stance on disposable vape products, in line with the Department of Health’s recommendation for a ban, to safeguard consumer health. Nograles pointed out the inherent risk in disposable vapes, where the device and consumable are inseparable, complicating the assessment of potential health impacts.
This proactive approach by the DTI reflects a broader commitment to consumer safety and regulatory compliance in the evolving vape market in the Philippines.
