The Federation of Philippine Industries (FPI) is pushing for mandatory recycling of used lead acid batteries (ULABs) by producers and importers of vehicle batteries, citing environmental and health risks. FPI Chairman Jesus Arranza submitted a position paper to the Department of Environment and Natural Resources (DENR), asking for a Department Administrative Order (DAO) to implement the Extended Producer Responsibility (EPR) scheme on ULABs, as required by the EPR Act of 2022 (RA 11898).
Arranza emphasized the need for strict regulation, proposing that companies collect used batteries in proportion to the number of new batteries they sell. He suggested a phased implementation, starting with a 20% collection in the first year, increasing to 80% by the third year. The FPI also aims to curb illegal recycling practices by ensuring only accredited recyclers handle hazardous ULAB waste.
Arranza believes that ULABs should be prioritized over other waste types, such as plastics, due to their immediate harmful effects on the environment.
