GCash Imposes Daily Transaction Limits to Prevent Vote-Buying

MANILA, PhilippinesGCash has temporarily limited daily transactions on its “Express Send” and “Send via QR” features to help prevent vote-buying ahead of the 2025 midterm elections.

Temporary Limits Until May 12

According to GCash, the transaction limits will remain in place until May 12, 2025—the day of the elections. Normal transaction limits will be restored on May 13, 2025.

“These measures ensure fair and safe elections. By preventing financial influence on votes, we can guarantee that election results truly reflect the people’s voice,” GCash said in an advisory.

The e-wallet company added that it would actively monitor transactions to ensure its platform is not used for illegal election activities.

Stricter Monitoring on Suspicious Transactions

The Commission on Elections (Comelec) has issued Resolution 11104, which classifies unusual financial activity as suspicious vote-buying transactions, including:

  • Large cash withdrawals exceeding P500,000
  • High-volume fund transfers between accounts, digital banks, and e-wallets
  • Encashment of checks with no clear business or legal purpose

GCash confirmed that these restrictions will also apply to business users to prevent illicit financial activities during the election period.

Comelec’s Efforts to Curb Vote-Buying

Comelec previously announced stricter enforcement measures to combat vote-buying, vote-selling, and misuse of government resources in Eleksyon 2025.

With digital transactions now a key target for monitoring, authorities are tightening safeguards to ensure clean and fair elections.
