LGUs Gain Access To People’s Survival Fund For Climate Adaptation Plans

Local government units (LGUs) can now submit climate adaptation proposals to access the People’s Survival Fund (PSF), which grants initiatives to help communities deal with the impacts of climate change.

 

Local governments have until March 31 to submit their proposals, according to the Climate Change Commission (CCC).

 

The PSF annually allocates to LGUs and accredited organizations to implement climate adaptation projects, including water resources management, land management, agriculture and fisheries and health, and other activities that serve as guarantees for the risk insurance needs of farmers, agricultural workers, and other stakeholders.

 

The fund is for establishing regional centers and information networks, setting up forecasting and early warning systems, and supporting LGUs’ planning and management of climate change impacts.

 

The PSF is managed by the People’s Survival Fund Board, headed by the Department of Finance.

 

According to the CCC, LGUs should submit proposals to the DOF’s PSF Board Secretariat, along with the accomplished project proposal template, climate change adaptation, disaster risk reduction development plans, local climate change action plans, and annual investment plans.

 

LGUs with high poverty incidence, exposure to climate risks, and a key biodiversity area will be prioritized.

 

The PSF was created under Republic Act 10174, which amended the Climate Change Act of 2009. It is a replenishable ₱1 billion annual allocation to support LGU appropriations for climate change initiatives.
