LTO-NCR Launches Crackdown on ‘Picky’ Taxi Drivers with “Oplan Isnabero”


The Land Transportation Office–National Capital Region (LTO-NCR) is taking firm action against taxi drivers who refuse or selectively pick up passengers, especially during the post-Holy Week travel surge.

In a statement released Saturday, the agency announced that “Oplan Isnabero” will begin on Sunday, April 20, targeting Metro Manila’s major transport terminals. This initiative is part of “Oplan Biyaheng Ayos: Oplan Semana Santa and Summer Vacation 2025,” which has already mobilized full personnel deployment.

LTO-NCR Regional Director Roque Verzosa III emphasized that taxi drivers must fulfill their duty, particularly during peak travel periods, warning that violators will face penalties.

“We will ensure that taxi drivers who refuse passengers will be penalized,” Verzosa said.

Under Joint Administrative Order No. 2014-01, refusing passengers is punishable by fines from ₱5,000 to ₱15,000. Repeat offenders may also have their Certificate of Public Convenience (CPC) revoked.

The LTO urges the public to report incidents of refusal to help curb the ongoing issue and improve commuter experience in Metro Manila.
