Marcos Forms Advisory Council to Boost PH Semiconductor, Electronics Industry

President Ferdinand “Bongbong” Marcos Jr. has ordered the formation of an advisory council dedicated to advancing the global competitiveness of the Philippines’ semiconductor and electronics industry.

The Semiconductor and Electronics Industry (SEI) Advisory Council was established under Administrative Order No. 31, signed on March 28, 2025. It will serve as the President’s main advisory group for the development and strategic direction of this critical export sector.

The Philippines currently holds a 5% share in the global semiconductor and electronics packaging value chain, according to the Presidential Communications Office.

The council is tasked with providing expert insights and strategic direction to ensure the successful implementation of the Philippine Semiconductor and Electronics Industry (PSEI) Roadmap—ensuring alignment with national economic goals. The Department of Trade and Industry (DTI) will develop this roadmap in collaboration with the new council.

Chaired by the Special Assistant to the President for Investment and Economic Affairs, the council includes key Cabinet secretaries—Trade, NEDA, Finance, Energy, Science and Technology, Labor, and Education—as well as leaders from CHED, TESDA, and BCDA. A private sector representative from the semiconductor industry will also be appointed by the President.

Frederick Go, Special Assistant to the President for Investment and Economic Affairs, said the initiative is part of a broader strategy to strengthen domestic manufacturing, increase innovation, and shift toward higher value-added production.

“This council is a vital platform to supercharge industry growth, attract investments, and create thousands of jobs for Filipinos,” Go said.
