Over 9 Million Kilos of Rice Stocked in Manila Ports

More than 9 million kilograms of rice are currently stored in 356 container vans at the ports of Manila, according to a report by GMA Integrated News. Both the Bureau of Customs (BOC) and the Department of Agriculture (DA) suspect that rice importers are holding off on releasing the stocks, potentially waiting for prices to increase.

Under current rules, rice importers have 30 days to release their stocks after receiving clearance from the BOC. After this period, the rice can be declared abandoned. Customs Assistant Commissioner Jet Maronilla expressed concern that importers might be using this 30-day window to create an artificial shortage and drive up prices.

The DA has not yet finalized its response to this situation. However, DA Assistant Secretary Arnel de Mesa noted that importers might be keeping their rice at the port because it’s cheaper than storing it in private warehouses, possibly waiting for a better price before releasing their stocks.

As of September 24, the number of container vans holding rice had already decreased from 888 to 356. Initial DA data revealed that two container vans, equivalent to about 54,000 kilograms of rice, have already passed the 30-day limit and may now be considered abandoned.

Meanwhile, consumer group Bantay Bigas is calling for an investigation into potential rice price manipulation and hoarding, questioning why rice stocks remain unreleased despite completed paperwork.
