PPA Says That All Five Bidders Fail Evals for El Nido Port Project

The Philippine Ports Authority (PPA) has mentioned that the auction of the upgrading of the Port of El Nido, Palawan had a failed bid due to the disqualification of all five bidders.

The upgrading project was for the expansion of a pier and the construction of a port operational area.

In the resolution released by the PPA last December 15, General Manager Daniel R. Santiago reported the disqualification of five companies that gave their final and technical proposals for the ₱128.3 million contract.

The announced resolution had been adopted and approved by members of the Bid and Awards Committee last December 12.

The five bidders were the joint venture (JV) of One Hundred Percent Construction and Development Corp. and Elimared Construction and Trading, Inc., Khan Kon Chi Construction and Development Corp, Vicente T. Lao Construction, Sunwest Construction and Development Corp, and HG-III Construction and Development Corp.

The bid was done by using a two-envelope system that had the technical and financial proposals of the bidders.

“During the opening of bids on May 12, the five bidders were declared ‘passing’ with the requirements of the first envelope,”  mentioned the resolution. The proposals of the five companies were given the mark of “passing”.

However, the bids and awards committee saw “discrepancies between the total bid prices and unit bid prices” for the HG-III Construction and Development Corp., Sunwest Construction and Development Corp, and the JV of One Hundred Percent Construction and Development Corp. and Elimared Construction and Trading, Inc.

“Deviation was found in the bid proposal of Vicente T. Lao Construction, (which) was declared ‘automatically disqualified’ for being non-responsive,” mentioned the resolution.
