The Social Security System (SSS) has named Executive Vice President Atty. Voltaire Agas as its new officer-in-charge (OIC), marking the agency’s second leadership shift this month. President Ferdinand “Bongbong” Marcos Jr. appointed Agas to the role in a memorandum signed by Executive Secretary Lucas Bersamin on October 17, following the brief tenure of Commissioner Robert Joseph De Claro, who served as OIC starting October 11. De Claro will continue in his role as an SSC commissioner representing the employers’ sector.
Agas, a career official at SSS since 2012, began as the agency’s chief legal counsel and has been managing branch operations nationwide since 2022. Known for his extensive public service experience, he is the first SSS career official to be designated as OIC. Agas holds a law degree from San Beda University and previously served in the Public Attorney’s Office, the National Prosecution Service, and as a Quezon City trial judge.
This leadership change follows the resignation of former SSS president and CEO Rolando Macasaet on October 6. The SSS reported a significant increase in new memberships, adding three million new members between January and September 2024—more than double the previous year’s intake for the same period.
