Local Fisherfolk Oppose Government Decision on Fish Importation

The Pambansang Lakas ng Kilusang Mamalakaya ng Pilipinas (PAMALAKAYA), a group representing local fisherfolk, has voiced strong opposition to the Philippine government’s recent decision to import 25,000 metric tons of frozen fish. This decision, facilitated by the Department of Agriculture’s (DA) issuance of the Certificate of Necessity to Import under Memorandum Order No. 17, aims to fill the supply gap during the upcoming closed fishing season from October to December 2024.

According to PAMALAKAYA, this importation could severely impact small local fishers by driving down the prices of local fish due to cheaper imported alternatives. The group’s concerns highlight the economic challenges faced by small-scale fishers who fear that the influx of lower-priced imported fish could undercut their livelihoods.

The DA argues that the importation is necessary to stabilize market prices and ensure a steady supply during the closed season, when fishing is restricted to protect fish populations. DA spokesperson Nazzer Briguera explained that the measure is intended to prevent a shortage that could spike fish prices, affecting both consumers and fishers negatively.

However, Fernando Hicap of PAMALAKAYA counters that price stabilization is unlikely, pointing out that market traders often set prices, not necessarily reflecting the increased supply. Hicap suggests that instead of relying on imports, the government should invest in local post-harvest facilities to preserve current fish stocks and ensure year-round availability without harming local fisherfolk.

This ongoing debate underscores the complex balance between maintaining affordable food prices and supporting local industries. As the closed fishing season approaches, both sides continue to advocate for solutions that will benefit the country’s food security and the economic welfare of its local fishing communities.
