
MANILA, Philippines — Global logistics titan United Parcel Service Co. (UPS) is moving aggressively to expand its logistics footprint in Southeast Asia. The Atlanta-headquartered courier has filed an official application to launch direct cargo flights between Hong Kong and Clark, Pampanga by September 2026, directly challenging its chief rival, FedEx Express Corp.
The move is designed to capture a larger slice of Asia’s booming cross-border e-commerce market, manufacturing supply chains, and evolving regional trade lanes.
In a regulatory application filed with the U.S. Department of Transportation (DOT) dated May 14, UPS requested authorization to operate six weekly all-cargo flights using its fleet of Boeing 767 freighter aircraft.
- What is Fifth Freedom? This aviation right permits an airline from one country to fly cargo or passengers between two foreign countries (in this case, an American carrier moving goods exclusively between Hong Kong and the Philippines).
- Breaking the Monopoly: Under the existing U.S.-Hong Kong air services agreement, a maximum of 12 weekly fifth freedom frequencies are permitted for the Hong Kong-Clark route. Currently, all active frequencies are controlled by FedEx.
- The Request: UPS is aiming to secure six of the seven remaining unallocated frequencies, which they argue will break the route monopoly, spur healthy market competition, and provide diverse shipping options for consumers.
If given the green light by the U.S. DOT, UPS plans to inaugurate the service on September 1, 2026. The launch timeline is strategically synchronized with major industrial developments in Central Luzon:
- New UPS Sorting Facility: The new air cargo service will coincide with the operational opening of UPS’s brand-new, automated sorting facility at Clark International Airport (CRK).
- BCDA Projections: Joshua Bingcang, President and CEO of the Bases Conversion and Development Authority (BCDA), highlighted that these investments will streamline the flow of international goods. Concurrently, FedEx is constructing its own massive 80,000-square-meter facility in Clark worth $80 million.
- Regional Integration: The Clark expansion is part of a larger $250-million investment pool deployed by UPS across the Asia-Pacific region since 2023, which includes major facility overhauls in South Korea, Singapore, and a massive mega-hub in Hong Kong slated for 2028.
UPS’s regulatory filing noted that its existing fifth freedom frequencies in Asia are already operating at “full use.” The addition of the Clark-Hong Kong connection will build upon an established web of regional intra-Asia routes.
