Over ₱41 Million in Land Debt Wiped for 1,100 Quezon Farmers Under Agrarian Reform

More than 1,000 agrarian reform beneficiaries (ARBs) in Mulanay, Quezon have had nearly ₱41 million in land-related debt forgiven, the Department of Agrarian Reform (DAR) announced on Sunday.

The debt condonation, facilitated by DAR’s Calabarzon regional office, involved the release of Certificates of Condonation with Release of Mortgage to 1,124 ARBs. This clears their unpaid amortizations and interest with the Land Bank of the Philippines.

The condoned debts cover 1,390 Collective Certificates of Land Ownership Awards (CLOAs) across 1,662 hectares of farmland—making it one of DAR’s largest debt relief efforts so far.

DAR Provincial Agrarian Reform Program Officer II Ma. Gemma Esguerra reminded recipients that under Republic Act 11953, or the New Agrarian Emancipation Act, they are no longer obligated to pay for their awarded lands.

The law, signed by President Ferdinand “Bongbong” Marcos Jr. in July 2023, cancels all amortization, interest, and penalties for awarded lands and is expected to benefit over 610,000 farmers nationwide, writing off an estimated ₱57.56 billion in total land debt.

President Marcos has reiterated his goal to complete the government’s agrarian reform efforts before the end of his term in 2028.
