DBP Approves ₱2-Billion Loan to Boost Affordable Housing Program

MANILA, Philippines — The Development Bank of the Philippines (DBP) has approved a ₱2-billion loan to support the construction of thousands of affordable housing units, a move aimed at narrowing the country’s 6.5 million housing gap. Announced on Saturday, April 25, 2026, the financing will support the Marcos administration’s flagship Pambansang Pabahay Para sa Pilipino (4PH) Program.

The loan is earmarked for PH1 World Landscapes Inc., the real estate arm of the Megawide Group, to facilitate the development of high-density vertical housing projects across key urban centers.

The ₱2-billion funding is expected to catalyze significant residential development in high-demand areas:

  • Housing Units: A total of 8,360 low-cost and mid-tier units are slated for construction.
  • Key Locations: The projects will be located in Caloocan City, Imus City, and Bacoor City.
  • Job Creation: Construction activities are projected to generate at least 1,000 new jobs, providing a local economic boost during the building phase.

DBP President and CEO Michael de Jesus emphasized that this collaboration is a core part of the bank’s development mission.

“DBP’s support for these projects is deeply aligned with its core development thrusts. We will continue to explore avenues to support the national government’s noble objective to make homeownership more accessible to low-income households,” De Jesus stated.

As of early 2026, DBP had already disbursed approximately ₱1.31 billion to various local government units (LGUs), developers, and contractors specifically involved in 4PH projects.

The 4PH program is designed to provide dignified, high-density housing for various sectors of the Philippine population, including:

  1. Low-Income and Minimum Wage Earners: Providing an alternative to informal settlements in urban hubs.
  2. Overseas Filipino Workers (OFWs): Offering secure investment and housing options for returning families.
  3. Public Utility Vehicle (PUV) Drivers and Operators: Ensuring that essential transport workers have access to affordable homeownership.
  4. Government Employees: Facilitating housing for those in public service.

With total assets exceeding ₱1.041 trillion, DBP continues to play a vital role as a development financial institution. Beyond housing, the bank remains a primary source of financing for:

  • Infrastructure and Logistics: Enhancing regional connectivity.
  • MSMEs: Supporting micro, small, and medium enterprises.
  • Social Services: Investing in healthcare and community development.

The partnership with Megawide’s PH1 World Landscapes highlights the government’s strategy of leveraging private-sector expertise to achieve large-scale public housing targets. By focusing on vertical and high-density developments, the 4PH program aims to maximize land use in rapidly urbanizing provinces like Cavite and Bulacan.
