MGen Targets 10,000 MW Capacity by 2030

MANILA, Philippines — Meralco PowerGen Corp. (MGen), the power generation arm of Manila Electric Co., is aggressively expanding its footprint with a bold target of reaching 10,000 megawatts (MW) of attributable capacity by 2030. As reported on Monday, May 11, 2026, the company is on a steady climb to double its current capacity, fueled by a massive shift toward renewable energy and strategic liquefied natural gas (LNG) investments.

Under the leadership of President and CEO Emmanuel Rubio, MGen is focusing on “building big and building fast” to ensure long-term energy security for the Philippines.

MGen’s growth strategy is divided into immediate milestones and long-term targets to ensure a balanced and resilient energy portfolio.

  • Short-Term Milestone (2026-2027): The company aims to reach 5,200 MW of attributable capacity in the near term.
  • The 2030 Vision: Reaching 10,000 MW will require nearly doubling its capacity within the next four years, with a significant portion coming from the “green” transition.
  • Financial Impact: In Q1 2026, MGen proved to be a powerhouse for its parent company, contributing ₱5.1 billion (51%) of Meralco’s core net income.

The crown jewel of MGen’s expansion is the MTerra Solar project, set to become the world’s largest integrated solar and battery storage facility.

  1. Massive Scale: Spanning 3,500 hectares across Nueva Ecija and Bulacan, the project features 3,500 MWp of solar panels paired with a 4,500 MWh Battery Energy Storage System (BESS).
  2. Recent Progress: As of March 2026, the project successfully energized its first 250 MW block and a 450 MWh tranche of its battery system, officially delivering its “first electrons” to the Luzon grid.
  3. Upcoming Delivery: MGen is on track to deliver a 600 MW block of mid-merit supply from Terra Solar to Meralco by August 2026.

While renewable energy (RE) is the future, MGen is utilizing a diversified “trilemma” approach—balancing sustainability, reliability, and affordability.

MGen maintained a high 92.3% plant availability in early 2026, ensuring that its existing facilities in the Philippines and Singapore (via PacificLight Power) remained operational despite global supply chain pressures.

“With MTerra Solar now energized, we are not only strengthening today’s energy supply but also demonstrating the Filipino’s ability not only to build big, but also to build fast.” — Emmanuel Rubio, MGen President and CEO

  • Grid Integration: MGen is working closely with the National Grid Corporation of the Philippines (NGCP) to address transmission concerns as more massive solar tranches come online.
  • Global Volatility: The company is monitoring Middle East tensions and their impact on foreign exchange, but Rubio confirmed that all pipeline projects are proceeding as planned.
  • Decarbonization: The full completion of MTerra Solar alone is expected to displace 4.3 million tons of carbon emissions annually—the equivalent of removing 3 million cars from the road.
